An overview of the EU regulatory framework governing civil drone operations | Workshop
This workshop explores the European regulatory framework for unmanned aircraft systems (UAS), with a focus on Commission Implementing Regulation (EU) 2019/947 and its operational implications across the European Union.
Key topics include UAS operator registration, remote pilot competency, CE marking, operational authorizations, and the role of national aviation authorities under the coordination of the European Union Aviation Safety Agency (EASA). Particular attention will be given to the Specific Operations Risk Assessment (SORA) methodology for operations in the “specific” category.
The session will also address current implementation challenges, regulatory gaps, and expected future developments.
The workshop will be delivered by Leonardo Capacci (EASA).
Bio
Leonardo Capacci is an expert at the European Union Aviation Safety Agency (EASA) with over twenty-five years of experience in the aviation sector. He has held managerial roles in commercial air operations and aircraft manufacturing organizations. Since joining EASA in 2016, he has contributed to rulemaking activities and to the development and implementation of the European regulatory framework for unmanned aircraft systems (UAS).
